Presumably - in fact, hopefully - a reference to Biblical footwashing, the God-Cleaner is a dubious gadget that claims to detox the feet. Not dissimilar from your standard Schollesque footbath, it also turns water into wine. Well, icky foot wine, anyway.
The brownish tint of the water is apparently the toxins drawn from your tootsies by ionising the water. Or rusty corrosion of ionising electrodes, of course. Not that we and Trends in Japan are cynical buggers at all. Perish the thought.
