As long as you don't mind your children wearing dog collars.
I can think of more children I'd want to put on this than pets- children have more brains and free will. But I wouldn't want to se it on anybody or anything, really.

At least when my pup gets sent in the bad-basket, he can see he can't get out of there. He's quite a stupid dog, so it'll be a while before he can understand the concept of not moving otherwise he will get a buzz. And after that he will get depressed and not move at all.
Beyond cruel. Why not just break the dogs legs? I think that works to get them to stay put.
